With their awful stats, halfling players are generally forced to make a lot of go for its, 3+ pickups, 4+ landing rolls and blitzes that aren't in their favour. To counter this, it's generally recommended to take plenty of rerolls.
The little fellows die all the time too (don't ask the master chef what's really in the stew), so it's good to have a high fan factor. Many coaches also recommend having a little bit of cash spare in the bank to purchase extra ingredients in the first match or two.
This setup is a general all round setup. With 4 re-rolls, and one or two taken from your opponent, you should have enough to last through the match.
This setup includes lots of re-rolls to make sure that you don't run out. It might be overkill, but on the other hand, they do double in price after team creation, so you probably won't want to buy any more - you could swap one of them for an apothecary and 10k cash if you think that 6 is too many.
Galakstarscraper's suggested starting lineup. Deeproot does kick start the team, and saves putting halflings on the LOS. See HalflingStrategy. Also I find that after the chef takes some re-rolls that I have plenty.
