3 re-rolls should be enough to last you forever, you have your boar for Blitzing, Hunters for surfing and Bears for protection. Get an Apo first, then either Wolf for more speed and greater surfing and hitting potential. Or the Big Guy for greater bash and protection.

2 Re-rolls wont get you far, you need another asap. You also need an Apothecary first though. The Big Guy gives you good hitting potential for an Elf team. The Boars are the best out of the box Shape Changer. They have good speed and +1 to blitz is great for ball sacking and a ball carrier for getting out of tight spots. Get the other positionals once Apo and RR have been obtained.
