Hi, sorry if this is information which may be easily found, but I'm unable to do so (Bone 'Ead 1 roll....).
I created a league and wish to make a tournament within that leage to train in playing EuroBowlish type formats. The rules I want to have are as follows:
- 1150 starting TV
- 7 normal skills, 2 double skills
- no progression
So far I have found the following articles and have poked with the league settings for a while but I cannot find the option to customize team creation for the tournament in regards to TV and skills.

the key here is in the Ruleset part
There you can find what you wish.
On a side note, I have been unable to make the non-progression skill assignment work as it won't let me save the skill selection after the team is created.
If you manage to make it work I'll be interested in taking a look at your ruleset. |

@dalanthalar - thank you so much!! 
@zakatan - just created the ruleset ID 633, it does take into consideration EuroBowl standard team creation for all tiers, so max TV is 1150K and max skills is 8 normal and 2 double. If a player should not have a skill he takes Dum-off  will let you know how it works, because the skills got reset after Round 1 in my friend's ruleset, but you can try out mine as well |
