Is there any way to give one player in a ruleset a legacy skill, while other players use the new rules for the skill? I am running a season that will pull in players from our league's history and ideally I'd like to have the older players use the old Sneaky Git and newer players use the latest rules for it, depending on when they played

No, the rulesets can not be mixed in that way.
