While this is sort of true, it does then make an *assumption* that the team *is going to spend*, which might not be true at all. And that in turn, may just make people spend - "I'm already being treated as if I will, so why wouldn't I?".

This is an ethical dilemma mostly, and one that I'm sure is the sort of thing the GLN would look at ;)

I feel your pain, the 2016 edition rule set has made a small mess of the inducement phase. But its not the biggest problem ever. Hopefully it will be fixed sooner rather than later
