ECCEPTION: If a Tier 1 Team can set up TWO TREEMEN without using Star Players, then that team can use the Tier 4 Skills and Star Players privileges

For Tier 3 and 4 Team, you don't need to have 11 Players before adding a Star Player. As long as you have 11 players total, it's fine.
