You get 250k of free inducements, of which 100k must be spent on riotous rookies. We might increase that amount eventually.
It's strongly suggested you roster an apo and many rerolls.
THE TREES
You must roster EXACTLY 7 trees and hire the riotous rookies so that you have at least 10.
The rest of the team can be whatever you like. You should have a lot of cash leftover for stars anyway. Everyone has 9DF to start with.
The 10 trees are arranged in two rows of 5, spaced so that their tz covers the whole width of the pitch.
The trees should not move from their spots.
They should always choose to stand firm.
If blocking, they should never follow up.
If a tree catches the ball, they can hold on to it, or pass/hand off.
The rows should be one on the third row of your half and one on the seventh
Trees shouldn't move at all but in case you're tempted they have move 1 and loner 6+ and take root
Then you can set up the remaining 6 players however you like. You then get d3 swarming to add on, leaving you with 7-9 players to actually use
If, because of losses, you have too few players, you can set up any extra trees you might have beyond 10, they must be in a third row, 3 squares behind the second row.

(the extreme first ideas had 3x5 trees so only 2-4 other players)
You must set up your 12 trees plus 2 of the riotous rookie trees
That leaves you 2 players to set up
Then you have swarming, 1 must be a tree to fill the 15th spot
That leaves 2 potential extras which are either rostered or stars
I'd give swarming to everyone to avoid problems
Only thing I'm not sure about is what happens if you have loners from the roster and loner from being a riotous rookie
