Alarm Sounder has a frail grip on sanity. Which is good for the patrol, since he can easily outdistance any who seem to be after him before he sounds the alarm. This madcap, however, has sounded many false alarms, which has cost the Patrol several times. However, he is reasonably good at his job, and is going to stick around for now.
Of course, he received several adrenaline boosts from his drugs, which led to his massive strength burst. However, as everyone knows, drugs are bad for you, and he managed to break his hands and ribs after one really bad crash. Thus, he was dropped, and forgotten.
