A friend and colleague of Tommy Carcetti on the council, Gray is gently encouraged by Carcetti to throw his hat in the ring for mayor, thereby splitting some of the black vote from Mayor Royce and giving Carcetti, as a white insurgent, a chance at possible victory. Carcetti's manipulation of his friend sits poorly with Gray, who nonetheless is campaigning for mayor with education as his theme.
