Meena was born in 1956, in Kabul, and as a student was involved in social activism and mass movements for social progress. In particular devoted herself to the cause of organizing and educating women, working to secure greater rights to freedom of expression, and greater political activism among women. In 1977 she established RAWA, an organization to give a voice to the disempowered and disenfranchised women of Afghanistan. She also started a bilingual magazine: Payam-e-Zan, 'Women's Message' in 1981.
She campaigned against the Russian occupation of her country, and against the Russian puppet government which was installed. Her work provoked Soviet forces and religious fundamentalists alike, and as a result she was assassinated in Quetta, Pakistan, in 1987. It is alleged that her assassins were from the KHAD, the Afghan arm of the KGB, and that they were supported by local fundamentalist allies.
