Mrs. Cecilia Bannerman had her secondary education at the Achimota School where she obtained the Cambridge Higher School Certificate in 1956. Between October 1957 and June 1960, Madam Bannerman obtained a certificate of Merit in Aptitude Testing Procedures at the University of Ghana.
She proceeded to the University of London, where she obtained a degree in English Language.She again proceeded to U.S. in 1962 to undertake a Master's degree programme in Educational Research, Testing and Evaluation at the University of Pittsburgh. Her employment experience dates back to November 1960, when she was appointed a Senior Administrative Assistant of the Achimota School.
In 1963, she lectured temporarily in Educational Psychology at the Advanced Teachers’ College, Zaria, Northern Nigeria. She also worked as a Research Assistant at the Research Division of Community Progress Incorporated (CPI) at New Haven, Connecticut, U.S.A.
Between April 1973 and May 1975, the Minister for Mines worked at the University of Ghana, legon as a Senior Assistant Registrar in charge of examinations and admissions. She rose through the ranks to become the Director, Counselling and Placement Centre of the same university with the status of Deputy Registrar or Associate Professor. In that capacity, she expanded the scope of the centre from an essentially career advisory unit into a comprehensive counselling service.
Mrs. Bannerman was appointed the Chief Administrator at the Institute of Economic Affairs, a Ghanaian social policy NGO in September 1997 and left the institute in January 1999.
She was also a UN consultant on Civic Education on Special Service Assignment in Uganda and Observer, Eritrean Referendum in April 1993.
