The biggest issue in managing phosphate concentration in soil solution is it's strong affinity to absorb into iron, aluminium and in basic soils to calcium oxides. Changing the buffered phosphate concentration in soil solution takes a lot of phosphate and many years.
Agricultural soils contain huge amounts of phosphate unavailabe to plant life but if moved by erosion into bigger pools of water the soils particles saturate with phosphate release the huge amounts they posses and cause eutrophia in places we don't want them to.
The Baltic Sea is an example of too much phosphate in wrong place.
