Democratically elected dictator of Germany from 1933 to 1945. Collectively responsible (along with a significant portion of the populace) for the murder of 6 million Jews and other undesirable elements and the death of roughly 50 million people in the european theatre of war.

Dictator of the Soviet Union from 1922 to 1953. More or less solely responsible for the death of anywhere between 1 and 20 million inhabitants of the Soviet Union, depending on whether his tolling economic policies are regarded as a crime. Also arguably partially responsible for the heatup preceding World War 2.

President and dictator of Iraq from 1979 to 2003. Responsible for instigating the Iran-Iraq war upon encouragement by the USA and the half a million deaths therein. Repression of his poplace and various other activities probably amounted to another half million at most. Hanged on counts of crimes against humanity.

Prime Minister of Rwanda during the Rwandan Genocide 1994. Most estimates place death toll at about one million during a time span of 3 months, making this the deadliest genocide in world history in regards to its length. Plead guilty to charge of genocide, and was sentenced to life imprisonment on charges of genocide, incitation to genocide, two counts of crimes against humanity and various other indictments related to genocide.

King of Belgium until 1909 and owner of the Congo Free State, which amounted to a gigantic slave nation controlled by his private royal army. Death figures vary considerably due to almost inexistent records, but should come in at least in the thousands.

Minister of War in Argentinia responsible for genocidal conduct during the fortification of the frontier 1879 which essentially meant slaughtering the native population. Venerated in Argentinia as the Conqueror of the Desert, and rose to president of Argentinia.

President of Pakistan during the Bangladesh War 1971. Ehtnic cleansing upon conquest to ensure economic incapability is widely considered genocide by current standards, and ranges at a death toll of 1 to 3 million civilians at the hands of the Pakistani army.

Premier of China during the Tiananmen Square massacre; used armed forces to quell peaceful protests by students resulting in anywhere between 200 and 3000 fatalities, depending on source.

Grand Vizier of the Ottoman Empire from 1917 to 1918, and one of the key people responsible for the Armenian genocide in 1915. General estimate is roughly a million deaths and dislocation of a large portion of the armenian populace. Shot as part of Operation Nemesis in 1921.

Former President of Guatemala, head of its military government, and promiment actor in Guatemalas 36-year civil war from 1960 to 1996. His conduct therein had been declared genocide by a UN commission leading to roughly 200.000 civilian deaths, most of them ethnically Maya. He is still at large in present day Guatemala, although the government has been pressured to arrest him. He has also been summoned by spanish courts to answer for crimes against humanity, but has failed to turn up.

Prime Minister of Japan from 1941 to 1944. Under his executive rule, most of the worst atrocities commited in the far eastern theatre of war took place. His tally includes, but is by no means limited to, 23 million chinese civilians and 10 million civilians of assorted far eastern countries subjected to japanese conquest. Only 56 chinese soldiers survived being prisoners of war. Deemed a Class-A war criminal and executed by the US Army. Venerated by a fringe in modern Japan, and is included in the memoration at Yasakuni Shrine along with 11 other Class-A war criminals.
