Crazy-Quilt is a noted painter who leads a double-life as a master criminal. He gives the plans for his crimes to various henchmen through clues left in his paintings. His criminal empire crashes to a halt when one of his henchmen double-crosses him. Blinded by a gunshot wound, he volunteers for an experimental procedure that restores his vision, but is unfortunately left unable to see anything but bright colors. This is combined with a special helmet that emits bright colored lights, enabling him to see under most circumstances.
The procedure works to a point, but has a tragic side effect: he can see, but the colors are blindingly vivid and disorienting. It drives him mad, and upon his release he takes on the guise of Crazy-Quilt.

Dr. Sven Larsen is a Swedish scientist and a former student of Niles Caulder, but they had a falling out after Larsen accused Caulder of stealing his idea for the anti-decay ray. Larsen gains his superpowers after falling into a vat of amino acids. He uses his powers to get revenge on Caulder and his Doom Patrol.
Animal-Vegetable-Mineral Man can change any part of his body into the form of any animal, vegetable, or mineral, including combining several at once. In most of his appearances, his arms, legs and his left side of his face take on various forms, leaving his torso and the right side of his face normal.

He is similar to other super heroes such as Captain America and Flash Gordon, the first Captain Canuck patrols Canada in the then-future year of 1993, where "Canada had become the most powerful country in the world." He was the costumed agent of the "Canadian International Security Organization" (CISO).

At some point in the 1670s, the vampire known as Dracula found himself starved and flying desperately around the rural farmlands of Switzerland. All of the local homeowners had boarded up their homes for the evening, and the vampire had no means of satisfying his vampiric thirst. He came upon the fields of a farmer named Hans and attacked his prized cow, Bessie. Dracula drank his fill of the animal's blood and left it for dead. The following morning, Hans discovered Bessie's blood-drained corpse and buried the remains. He even fashioned a personalized tombstone marking the spot where Bessie had died. Three nights later however, Bessie rose from the earth as one of the undead. She began prowling the countryside searching for the strange being responsible for her condition – a search that would continue for the next three-hundred years.

Pastepot Pete does not possess any superhuman powers, but relies on a variety of technological devices. He designed a costume of synthetic stretch fabric equipped with storage canisters for paste and lubricant, and adhesive-rigged boots and gloves to enable walking up walls. His primary weapon has always been projectile glue, initially delivered by a pistol connected by an armored tubing to a container on his person, then wrist paste-shooter cannons, and eventually shot straight from the tips of his gloves.
He can shoot out a stream of liquid glue that immediately gels into a springy rope, allowing him to duplicate Spider-Man's web-shooters (to the point where he is the only person Spider-Man knows who can even create an approximate duplicate of his webbing). He was able to create a fire-proof paste. Pete also has designed boots that allow him to walk up walls by sequentially releasing a powerful glue and then a solvent.
Petruski has also created lubricants that can render a surface frictionless, and discovered a way to dissolve the extremely powerful "Adhesive X" created by Baron Heinrich Zemo. Pete has also created a dust capable of rendering Mister Fantastic's unstable molecules inert. Pastepot Pete is an expert chemist, a skilled marksman, and a talented disguise artist. He has used other devices such as anti-gravity discs, explosive caps, ultrasound transmitters, an anti-gravity platform, and various mechanical traps used to restrain or entangle opponents.
Mr. Mxyzptlk has access to fifth-dimensional technology that appears to be magical to third-dimensional beings. His abilities are limited only by his willpower (he could, for example, make people morbidly obese by snapping his fingers). His only apparent weakness is that whenever he speaks his name backwards, he is shunted back to the fifth dimension, and all effects of his "magic" vanish, making everything as it was before he appeared. Although Mxyzptlk's gullible nature often makes it easy for individuals to trick him into saying his name backwards, it is only a temporary deterrent; after ninety days, he can again visit Earth at will.
The Phone Ranger's real name is A. G. Bell (a reference to Alexander Graham Bell, creator of the telephone). He was born in Boston, Massachusetts, and made a living as a telephone repairman in New York City.
One day, Bell was called in to repair a telephone that had been smashed to pieces by its owner, who flew into a rage at the constant prank calls he had been receiving. In reality, the "prank calls" were distress signals from a tiny spaceship that had fled from a subatomic universe and somehow ended up trapped within the phone receiver. Upon examining the broken telephone, Bell realized that the aliens had left some of their technology behind within the phone. Replicating the technology, Bell fashioned a costume of his own design that allowed him to connect with any telecommunications system in existence, and the Phone Ranger was born.

As a child, Lester Verde was severely bullied. When complaining about it to his mother, she noted his creative use of insults against his tormentors and sparked his desire to use his creativity to become a writer.
Originally a journalism student whose yellow journalism got his professor fired, his hand is severed by a miniature guillotine when performing with the punk band Mildred Horowitz. This is a big factor into becoming the villain Doctor Bong. How he developed his paraphernalia was easily explained.
It is revealed that he was also a skilled scientist, using his knowledge of chemistry and physics to create several devices and creatures to do his bidding, particularly Fifi the Duck, who was the closest thing Bong had to a henchwoman
