I think admins are busy enough, personally. Having the concessions work the way they do is a necessary evil.

If you see what you think is an illegal concession you are supposed to report it to the admins in a support ticket through the Help->Support menu.
Of course a lot of people don't do this because they don't want to be mean or can't be bothered or whatever but if you think admins should have a look at a concession a system is in place for that.

The reason, you have rules about concessions at site level (that deviates from game rules) is that its a transfer of resources. I assume whoever conceded to you did not do so to help your team?

I will concede (see what I did there) that it is probably more of a pain in the butt for the admins than it would be worth. What else could be done to make conceding less of an option? Or, am I the only one that gets really irritated when guys concede?
I think the rules for a legal concession are good. But, I would bet that 1 in 20 concessions that I have seen are actually legal concessions. So, could there be a more severe penalty for those that concede illegally?

If admins are made aware of a coach who is conceding illegally they will contact him and give him a warning, if he keeps violating the rules he will be banned, how much more severe a penalty do you want?
