The Council of Thirteen is the ruling body of the Skaven race. For their amusement (and that of thier malevolent god) each member of the council has picked a member of their clan to represent them in the sport of bloodbowl.

It is rumored that if ever the team should become strong enough the spirit of the Horned Rat will enter the Rat Ogres body and all the clans will fully unite behind the council allowing them to conquer the known world.
