A few things that work well with me for halflings.
Make sure you buy enough extra chefs for to steal all your opponents rerolls..
Try to take the play near the sidelines in the hopes of drawing the other team within two squares of it. Often times people fail to see where two halflings could surf them with -2db's which work decently well if all you need is a push and have a reroll available.
Also be wary of teams with tons of block.. its almost as good as tackle against your blockless halflings.

Norse are a bit of a nightmare matchup for halflings. Not as bad as dwarf/chaos dwarf, but still. With AV6 and Stunty, your little hobbits are going to squish fairly hard. Your only real defense is dodge. Teams with tackle or block stand a much bigger chance (1/3 per dice, 1/2 per dice if they have both, compared to 1/6 per dice with neither) of tiping your halflings over and injuring them.
Also, remember your chef (wizard). Buying extra ingredients to remove all of your opponents rerolls will make them more likely to suffer a turnover. Especially if you play against a non-norse/non-dwarf team; They're unlikely to have much block at low TR

Get Break Tackle on your trees. Keeps them from getting tied up, and they can cage-break remarkably well (albeit from short range).
Halflings get DT and SS on regular rolls, DP on doubles, and all stats you can manage. If you have a +ST or +AG fling, Block on doubles, followed by Strip Ball.
For defense, spread out and back away slowly, making you blitzes with trees when you're able. Gang-foul to remove anything you can knock over. Hopefully with SS flings in their way and chefs taking their rerolls, you force them to make turnovers trying to dodge (or get tied up blocking SS flings).
Realistically, most opponents will try attrition again your halfings, which works wonderfully most of the time. Against opponents without Block or Tackle (rookie vamps or chaos for example) you can hold up pretty well, but anything that's skilled-up or Blocky, you're in trouble.
