Guess it depends on if unfinished games are a burden for the servers right now. My guess would be that it isn't.
In which case Christer probably have loads of more important things to code.

It's a nice suggestion. However, when staff unschedule a game, it's usually for a reason, and the coach(es) involved won't want to wait 12 weeks to get their teams back.

Staff don't have to cancel THAT many games. Sure the ones in chat, do have to do a fair few. However cancelling now is just a click of a button; not like it was 4 or 5 years ago.
Also, if a game is pending for 12 weeks. Both coaches have not done what they should have done aka the guide. I.e. it shouldn't get into this position (unless it's league, the it's the commissioners duty, and if he's awol, then yes that is a pain in the arse for the staff, and even these have a button now).
If a player fails to turn up for a game. Fill in a support ticket or drop into chat and let the staff know. You can decide whether to cancel it or force the coach to play. If a player drops from a game, it is vital you let the staff know about it. As the coach maybe doing this to a lot of other coaches or tries to open up a new account (this happens, so letting them know about droppers helps keep the site free of cockcroaches).
If a player drops from a game; it really is best for the site (I know it can be a pain) that you force him to finish. This teaches coaches you can't just drop from a game and move on. You have responsibility and we expect you to abide by it. If everybody follows the force to finish guidelines, then there will be far fewer unfinished games.

Some of your points have legitimate merit. The current system is fine as long as things run well. The site is understaffed, though, so it often takes a long time for a support ticket to go through. Also, there are often times where there are no staff on IRC. In addition, many of the players on the site do not speak English as a first language, so it is difficult to ascertain the process of getting support and filling out a support ticket. I would guess a server failure also creates a spike in abandoned games.
With my current proposal it would be difficult for "cockroaches" to take advantage of it. The primary purpose would be to free up teams that cockroaches are currently tying up by intentionally disconnecting.
People who intentionally drop games are probably not thinking into the future very far. Thus, it is silly to craft policy taking their rational thinking and planning into account.
The biggest merit of my plan is that it would automate the cancelling of the stalest games. Often, I think there are honest players who don't want to go through the trouble of filling out a support ticket to free up a team they just rolled up.
