T16 foul isn't particularly aggressive. 3 blocks and a blitz can hurt quite a bit too if you have just setup after a TD.

I wonder how many people have been driven away from the site (or BB) by a malicious and petty T16 foul?
I wonder how many of the people who commit those T16 fouls get annoyed when they have to spend a little longer on GameFinder or go unmatched in Box?

I'm not saying "do as you like", I'm saying find what you value in the game and think a little bit about what you accomplish. It's a little bit different.
In my opinion, for most formats that people play in, if you want to win marginally more and find games in non-blackbox formats, you shouldn't foul in that instance.
If you value killing individual players above everything, on the other hand, then you should play in blackbox with CPOMB and foul every turn, every time.
Most players value other things in the game however.
