Well, you used to actually code the behavior of an AI. And obviously like old chess engines any computer can always chose the best outcome given different probabilities, by calculating the different outcomes, for as many nodes as possible.
Key, for an AI here is machine learning however. We have LOTS of games saved, this can be used as a base for an AI. Then let it play it self (and any humans that are willing) learning.
Got some money for me, and I can set up a team? I always think the game companies should spend some millions on AI rather then fancy graphics, but they never seems to do so (given the results).

Money? Team? If you create a kickstarter maybe you will get enough for a few crates of beer.
I suspect that the Cyanide AI will stink. Maybe not as badly as the last one. But stink all the same. ;)
