Did I miss how you spend the skill points?
I assume that a normal is 1 skill point and a double is 2 SP. But is there a limit to how many doubles a race can have?

Option pack B, skill stacking do i understand it correctly. to stack two primary skills on a player i need to spend 3skill points?

Yes, for tier1&2 you can stack skills to only one player amd it will cost 3 sp for 2 primary skills, or 4 sp for a primary and a secondary, or 5 sp for 2 secondary skills. For tier 3&4 you spend 1 sp in order to stack and then you can stack 2 primaries on 2 different players for 4 sp, so totally 5 sp and so on
