Hrm. 1000 is NOT a lot. The witches and blitzers is what makes delves tick; not being able to afford them sucks. I'd prefer 11 players with 4 blitzers over 12 players with 2.
Then I'd get leader runner, wrestle witch, tackle blitzer, 3 x dodge blitzers. This gives you 2 players who can deal with blodge, and 4 blodgers of your own.

Grue's plan with 2 witches is also quite all right. With only 120k worth of skills, you want to buy starting skills with that 1000 imo.

I played in a tourney that had 1000 + 190 teams with Darkies earlier this year. Worked out okay but I played one match vs. Gobbos, one vs. Slann and one vs. very badly coached CDs.^^ I used happygrues 1st roster but obviously had a bit more going in terms of skills. Got a Guard and a Blodge Sure Hands Blitzer (SH really useful if you only got 2 RRs!) With only 120 I'd probably go one Tackle two Dodge on the Blitzers, Block on the Witch, Wrestle on one Lino and Dodge on one other. But it's a very incomplete team no matter which way you turn it.
Whatever you do don't take 12 players, much too expensive!

I'd want 11 players, use a leader runner to abuse that cheaper reroll and go with 4 blitzers. you then have 3 rerolls, 3 blodge ma7, a tackle ma7 and a wrestle(i might even go kick) lino.
If you are facing idiots and think you can rule the sidelines, go with a wrestling witch build.

So basically I would maximize the number of core skills (dodge and block and wrestle.)
As the team has no tackle, I would put wrestle on the witch to sack those blodgers. (Plus wrestle is synergic with jump up.)
You have the choice to buy the 2nd witch instead of the 4th blitzer, or buy 1 assistant coach or 1 cheerleader.

Re: Wrestling Witch, I see the synergy with JU but in Rookie level tourneys I'd go with Block since you'll be using her for a lot of blitzing vs. a lot of Block-less opponents.

I would argue the contrary. Wrestling Witch elves are superb at low skill environment. They get worse later as they develop MB, and fail to kill on both down.
Plus a little inconvenience is worth in my opinion to avoid taking tackle as a must skill.

Witches are essential.
At low TV you can use your three blodge blitzers to foul up the middle. Then when your oppo plumps for a side you can set up surfs. Don't bother with tackle - wasted skill. Frenzy is better. Sure hands is a waste too if you consider how many times you will use it. If you screen properly, a 1 on the pick up isn't a big deal anyway.
If you are worried about war dancers then cage down the side and any wd leaping in will be surfed.
