The Reaper Bones line is a good one; cheap figures which don't need priming before painting, and stand up to some abuse after painting. Otherwise, it sorta depends what sort of stuff he's gonna be into. If he might be into historical stuff, there's a lot of cheap ranges around. For sci-fi, the likes of Wargames Factory do nice boxes of relatively cheap multi-part troops. Mantic are basically a cheap version of GW, with sci-fi & fantasy ranges, and even Dreadball, their sci-fi BB sort of game (actually more like Speedball, but close enough).
Also worth bearing in mind that you can take your typical cheap plastic toy soldiers (i.e. http://freedombunker.com/wp-content/uploads/2013/03/901898_95139400.jpg) or other toys, and repaint them, for a fraction of the cost of actual wargames miniatures. The detail isn't as good, and some plastics don't hold the paint so well, but for an absolute beginner, not necessarily a bad idea...

Seconding Reaper Bones. They worked well for my little brother's first foray into painting.
Mantic are great. I particularly like Dread Ball and particularly enjoyed getting my fiance to paint them.
If you like Heroquest, look at buying yourselves Descent: Journeys into the Dark. It's brilliant.

I've had fun with Mantic boxes - last Christmas I got a bargain load of random figs, it was something like a "treasure box" or something. Otherwise just keep an eye on ebay, if you just want a random collection for painting and gaming, there are clearances occasionally where people have no idea what stuff is.

As many suggested, Mantic miniatures are pretty decent and have a wide array of games to pick from.
Anyway, you could just pick Mordheim (few models each party) or something like "Song of blades and heroes", which let's you use whatever miniatures you already have.
