The reason is that elves took a beating in this edition of the ruleset. Passing is significantly worse, leap is much worse, getting meaningful secondaries on low armor players is less likely than before with the SPP buy vs rolling die system and is more expensive, and most of the elves got flat nerfs going into this edition to their costs/skills.
The one buff they got was multiple RR in 1 turn which really only helps on hail mary cage dives and OTTD's.
So, to try to mitigate damage on non-resurrection teams, and let the elves live long enough to get some skills, elf players will elect to only play 1 half of blood bowl and try to win or tie with that.

Skaven, on the other hand, have regular access to Grab and Juggernaut for 1ttd pushes/chainpushes and Gutter Runners can get Mutations.
All Elves can't get Mutations and Dark Elves, High Elves and Elven Union don't have easy access to Grab and Juggernaut.

I have no problem with it. I would like to see the elf teams buffed slightly for the next edition. Like:
DE: Blitzers AGS/- access @105k, 65k Linemen.
EU: Linemen PA 3+.
HE: Linemen PA 3+, Throwers lose Safe Throw @90k.
WE: 65k Linemen, Throwers @90k.

I think it’s a problem with the over-the-top one turner. The M9 AG1+ relevant skills kind that is absolutely unstoppable with multiple team rr that can now be used in one turn. That essentially makes one half of the game meaningless.

I'd be happy to see some elves get something, especially that passing buff to linemen, because having all 4 of them in the bottom 5 of the tier 1 teams and only 1 having a better than 50% WR in the C environment is sad. I know they do better in rez tournaments and redraft leagues, but WE/HE/PE all feel very underpowered in a non-redraft environment. Even my long term delf team feels very weak compared to other 80+ game teams.

Freak one turners would be less common and harder to keep with Season Re-Draft.
That said, 1 rr per turn and a slightly bigger pitch (28 x 15 squares instead of 26 x 15) would make 1ttd harder.

So, what I am gathering is; Elves suck play as Orcs and win.
THe way of attrition is what hoses most elf teams - especially in tournaments that go to OT - Woodies are not doing well there. So what's the answer? On the flip side if the elves have 10 or 11 left in turn 5 of the second half, you probably lost.

The elf tactic of running away is just a form of stalling. I don't see how low cost linemen are a problem when positionals can cost 120k.

Oh hello opponent from a few days ago :D
On offence, part of it was laziness - didn't want to think about playing the full drive so just wasted a couple of turns going back. The snake was annoying but you did your best to force it - I was only about 90% to score from there anyway.
On defence, I just had ran out players despite sustaining minimal blocks, so there was nothing I could do to stop your offence once you had stabilised.
