Actually, I think you should probably have different rules according to the situation. If I'm x men down and really need a cas to be competitive next half, a block is more valuable than if my oppo has 5 spare players and it will accomplish next to nothing even if I do cas his player.

Actually, you are better off without block and just a RR (1/81). But of course these probabilities are still sky high compared to the 1/1296.
A more reliable method is to check if you can maybe get four assists and do a 3d block. But in all honesty: Everything can fail, don't do the block in the first place and you are on the save side.

Just done block is there is no obvious value. Without reroll 2d block is not good enough to risk. I may do 3d block with reroll, but not always. And if you want to stall and foul, time it for turn7. As turn8 should not be compromitted.
