"Open source" means the source code is available to everyone. By definition, only applications have a source code, not pictures. They're free to use, not open source - that wouldn't make sense.

Second, Kam's right, the term 'open source' refers specifically to source code. You're referring to 'published without copyright' or 'published under creative commons license'.
