Without wanting to get into the debate about PO, a goblin with PO is not as effective as an ogre with PO because you have to throw blocks for it to work.
Similarly, an ogre is less vulnerable because it has higher strength (and so is less likely to be knocked down) and has higher armour.

Why only stunned if the PO player fails his armor check? If you can trip and die in an open field gfi, you should die recklessly jumping on someone.
A goblin is smaller, but his PO is landing with precision and skill. I argue it should be AG based (ok, that's dumb just like basing it on Str)
I do like your AG roll to avoid and make the player using PO risk injury as well. There, now you've got yourself an improvement.
But none of this matters. The rules are what they are and were what they were.

Well, that is true inless you play in League action and they have enabled some of the CPOMB nerfs. It only matters if you want the CPOMB nerfs enabled in R/B play.
